The reality is that modern day RNGs (random number generators) and the salts they use are running continuously. The only way the other person would have gotten the winning numbers is if the lotto machine was told to spit out numbers at the exact same moment ( down to microseconds or even higher precision ). That is almost mathematically impossible to have occurred. So no the other person would not have gotten the winning numbers.
