I mean that there is no way to disarm any man, except through guilt. Through that which he himself has accepted as guilt. If a man has ever stolen a dime, you can impose on him the punishment intended for a bank robber and he will take it. Hell bear any form of misery, hell feel that deserves no better. If theres not enough guilt in the world, we must create it. If we teach a man that its evil to look at spring flowers and he believes us and then he does it - well be able to do whatever we please with him. He wont defend himself. He wont feel hes worth it. He wont fight. But save us from the man who lives up to his own standards. Save us from the man of clean conscience. Hes the man wholl beat us. - Dr. Ferris in Atlas Shrugged by Ayn Rand. Dr. Ferris is a scoundrel that talks about his fear of the guiltless man, but he would have no worries about Chief Jackson. Unless I missed the evidence that proves misconduct on behalf of Officer Wilson or police response to the riots in Ferguson, this apology is typical of fearful, guilt ridden police administrators who allow politics to interfere with truth and reason. He clears his own conscience at the expense of every other police officer in America as he further empowers special interest groups. He claims to take responsibility while putting law enforcement on trial in the court of public opinion across the nation once again.
