I received a letter this morning from a State body in this - TopicsExpress

I received a letter this morning from a State body in this envelope. As a state body, it would have its own franking machine and all postage is free. But there are 2 post marks on this envelope. Someone in the government body originally and mistakenly charged their employer 68c for this postage on 7th August. But someone else, somewhere noticed this and changed the postage to the correct rate of zero. A genuine mistake which can be made by anyone. But just look at the length of time it took for me to receive the letter, which was written and posted first on 7th August but really did not leave the post office until 8 days later. Its not a problem, as there was no major panic I hear myself saying. But the letter HAD been opened because it had been sealed with sellotape. I do not have any issue with that either, so long as it was opened by staff in the state body which sent it, as opposed to some SNOOP in An Post who went beyond the call of duty in order to save a Government Dept 68c. Why am I bothered with this I hear myself asking? Well the information contained in the letter is of a SERIOUSLY CONFIDENTIAL NATURE, concerning another person. Should I just enquire from my local post office about this just to satisfy my curiosity?
