I remember Hillarys big attempt at health care reform in 1993. It was done behind closed doors, and a lot was learned about it as it ground down to total defeat when Newt Gingrich swept Congress in 1994. One of the things we learned was this: This kind of generosity was called Cost Shifting and it would earn a doctor a prison sentence. No doctor in the nation would have been allowed to do any act of medical care off the books during his lifetime. When we learn about the PPA, we will probably find the same thing, once its fully implemented.
