I take his word for it for now. There is an underlying realpolitik in this bill that blurs the line on who is for reform and who is not. Where Malacanang is coming from--why it hesitates--is understandable. But Aquino cannot afford not to pass this legislation under his administration. It will be an issue against whoever he will anoint in 2016. And it is already too late to argue that it is best to pass it early before he ends his term (for this administration to oversee the implementation of the law). At least, to the credit of the administration, even without a law, there are already efforts to practice some of the provisions in the FOI. The sanction aspect does not exist yet obviously, hence the weakness of the demand-side of information access, but the supply-side somehow has improved with available mechanisms like Open Data PH and the participatory mechanisms in the budget facilitated by the DBM.
