I think a good lawyer could certainly make a case for criminal action to be taken against the protesters in the video below, under Section 4 of the Public Order Act 1986. The protesters are clearly goading and provoking the Tibetans with their racially and religiously aggravating hateful and insulting slogans about their beloved religious and temporal leader, the Dalai Lama. For those of you looking forward to HHDLs visit to Vancouver or Alabama it might be worth approaching the police authorities with videos like these before the event. You would need to research your own countrys laws for similar offences against Public Order. Gather as much legal information as you can to present to the police authorities because you will probably need to know more about the law than they do, in order to get them to take the matter seriously enough to take action under the protection of criminal law. In the UK Section 4 of the Public Order Act 1986 states this: (1) A person is guilty of an offence if he - (a) uses towards another person threatening, abusive or insulting words or behaviour, or (b) distributes or displays to another person any writing, sign or other visible representation which is threatening, abusive or insulting, with intent to cause that person to believe that immediate unlawful violence will be used against him or another by any person, OR TO PROVOKE THE IMMEDIATE UNLAWFUL USE OF VIOLENCE BY THAT PERSON or another, or whereby that person is likely to believe that such violence will be used or it is likely that such violence will be provoked. Section 31 of the Act makes further provision for acts of racially or religiously aggravated provocation of violence: Section 31(1)(a) creates the distinct offence of racially or religiously aggravated fear or provocation of violence. A person is guilty of this offence if he commits an offence under section 4 of the Public Order Act 1986 (see fear or provocation of violence) which is racially or religiously aggravated within the meaning of section 28. Section 31(1)(b) creates the distinct offence of racially or religiously aggravated intentional harassment, alarm or distress.
