I think the Forestry Administration should be under the Ministry of Environment; The agriculture and fisheries department should be under the Ministry of Rural Development; close the current Ministry of Agriculture, fisheries, forestry altogether. There is incredible overlapping of jurisdictions in Cambodias administration. Far too many ministries, too many national authorities. There a Khmer saying: too many people and the rice will be burnt.
