I thought the purpose of the Senates investigation is not to find for guilt, but to identify gaps and lapses in existing laws. Wouldnt it be fair to expect that they should at least take notice of the following? 1. Construction of ICC commenced without an ECC, which goes to the effectiveness of the EIA process. 2. The claim that government projects are always 20 percent higher than ordinary projects, which begs the question of why. 3. How to stop private entities from taking advantage of loopholes in rules on donation, as well as claiming tax deductions on donations made that come with conditions that would in the end have pecuniary or financial rewards to the private entities at a later time. 4. How to strengthen support systems to private citizens to come out and expose anomalies other than being whistle-blowers considering that anonymous complaints are already entertained by the Ombudsman on graft and corruption cases. These are just some of the instances which a Senator can pursue and are pregnant with legislative potential. So why be fixated on having an unassailable evidence of overpricing?
