I was just driving down 6th St near the hospital, the car in front of me was driving real slow. We were just coming down the hill so I could not tell if traffic was in front or not. After we came down the hill, I could see no other cars at all, car pulled over to the side in front of the houses right where they begin. I thought ok they are going to park I still had my foot on the brakes because they were driving very slowly. After they pulled to the right just when I was going to take my foot off and accelerate the car made a U-turn and this very old lady was driving. I blew my horn before I knew it was an old lady driving, she clearly needs to give up the car, she acted like the road was hers she just did the U-turn and it was not completed because I stopped while she backed up and so did the car on the side that she was trying to go. Had it not been me she would have been hit, but the good thing she was right by the hospital. :)
