IMPORTANT MESSAGE TO ALL HORWICH RETAILERS I spent a productive afternoon speaking to number of Horwich Retailers on Lee Lane and Winter Hey Lane today to get them up to speed on how the Loco Works development might have both a positive and negative effect on them. Amazingly, but not so surprisingly not a single Horwich retailer I spoke to was aware of the plan to allocate 6000m2 to retail, restaurants, bars and an outdoor market. Okay call me cynical but I would of expected at least one of the Horwich Councillors who quite happily pasted this application at this months Bolton Planning Committee Meeting to haven given these guys the ‘heads-up’ on this ambitious plan, which clearly sets aside 6000m2 of retail development that would be in effect, in direct competition to them by displacing shoppers. I have suggested to those that I spoke to that they need to urgently discuss this with one another and make preparations to revive Horwich Chamber of Trade. This will then give them a single voice to lobby both local councillors and Bolton councillors on the impact that this retail portion of this development could have on them. If you know of any Horwich retailers please let them know about this portion of the development and ask them to discuss it with one another. Ref: Page 7 of the Officers Report. – Local needs retail (use class A1) of 2,500 m2; – Hotel (use class C1) approximately 100 bed; – Assembly and leisure (use class D2) of 2,500 m2; – Financial and professional services (use class A2) of 2,500 m2; – Food and drink related uses comprising restaurants, cafes, bars and take-away (use classes A3, A4, A5) of 2,500 m2; – Higher education, health, community facility (use class D1) of 2,250 m2; – Craft workshops (use class B1 or sui-generis) of 800 m2; – A market space (sui-generis use) of 1,000 m2.
