IMPORTANT UPDATE: Former STEP (Juvenile Services) Program Replaced by FREE & Transferred to Youth Continuum. What was previously known as the STEP (Support Teams for Employment Progress) Program, at Children’s Community Services, 46A Blake Street, NH is no longer in operation. As of April 30, 2013, the STEP has been replaced by a program called FREE (Fostering Responsibility through Education and Employment), and transferred to Youth Continuum. To get more details about FREE, please call (203) 562-3396. The STEP program, discussed in this Profiling CT Juvenile Justice Services by John Gill, served the education needs of children ages 12-19 from NHPS who are involved with the Juvenile Justice System. John Gill administered the program for 21 years. The FREE program starts at age 15. All other information in the video program remains intact. West Haven is the only town in the immediate vicinity without a Juvenile Review Board (JRB).
