INTERNATIONAL RESCUE COMMITTEE (IRC)-MYANMAR Job description Job Title: Project Officer – Kayin Community development project (1 position) Location: Hpa-An, Kayin with extensive travel to other townships Report to: Project Coordinator PROJECT SUMMARY: The International Rescue Committee (IRC) is a private, non-political, non-profit, non-religious organization with its global humanitarian relief tasks for more than 80 years since 1933. Today, the IRC continues to bring swift emergency relief and development to the vulnerable and the displaced people in more than 40 countries. The IRC has been working in Myanmar since May 2008, initially supporting emergency response and early recovery interventions for communities affected by Cyclone Nargis. Since then, IRC has responded to natural emergencies as well as conflict, such as ethnic violence, hand is engaged with communities through their recovery and rehabilitation. Over the years, IRC has broadened its portfolio to include health, water and sanitation, livelihoods, and social development programs and aims to employ a holistic approach. The IRC is committed to a long-term presence in-country with the aim of improving the well-being of vulnerable populations living the hard-to-reach areas. Currently IRC works with the Ministries of Health, and of Social Welfare, Relief and Resettlement. IRC works in several states, primarily focused in the most marginalized areas of the country, including Rakhine, Chin, Kayin, Mon, Kachin, and Kayah States. IRC is starting up a small community based support project which will collaborate with local partners to provide support to local communities in the form of small community based development projects. Kayin is a dynamic context as it is one of the main stages for the peace process and the expected location for the majority of refugee and IDP returns, if and when they occur. As such IRC would like to begin investing in the local communities, building capacity and partnerships with local organizations and key stakeholders. Scope of work: The Project Officers are responsible for the management and coordination of the project. S/he will work closely with the Project Coordinator to support partner organizations to facilitate community participatory approaches and principles of inclusion. This project will include the mapping, identification, and formalization of partnerships with local organizations. Responsibilities: Project Implementation: Provide training, coaching and support to local partner organizations in the implementation of community based participatory assessments and/or community consultations focused mapping and articulating needs of basic service availability and service usage in the target area. Responsible for implementation according to the detailed project log frames, work plans, and monitoring tools. Support the establishment of a Referral/Support Network of service providers for Persons with Special Needs (PSN) in the target area, including through information dissemination and out-reach activities on services provision. Regular and frequent travel to field sites in Kayin township. Contribute to project monitoring and report writing. Maintain positive relationships with other NGOs, international organizations, government offices, communities, and participate in relevant coordination forums. Remain flexible to perform other duties as required or requested by country senior management team. Position Requirements: Minimum of three years of professional experience in related work, community mobilization and community development projects. Minimum of three years of experience in project implementation Experience in post-conflict and displaced persons contexts highly preferred Ability to diligently communicate clearly and in a timely manner across a challenging telecommunications set-up. Demonstrated analytical skills and report writing experience required Strong interpersonal, intercultural and communication skills Patience, diplomacy, flexibility, critical thinking and analytical skills. Commitment to upholding IRC’s Code of conduct and principles of impartiality, accountability, and do no harm. Preferred Kayin ethnic and language skills. Housing : Shared housing in Hpa-An will likely be required for this position.
