INTRODUCTION OF JAMAAT-E-ISLAMI “A party amongst you must be there to promote the good and suppress the evil” Aal-e- Imran:104 Truth of the matter is that making the Islam current,( Aqamat-e-Deen) is the solitary duty, with discharge whereof, the man has been burdened, in fact, his viceregancy on earth is exclusively purported to meet this end. Advent of the whole chain of Prophets itself was to realize this goal. And especially Muslim Ummah has been so ordained. And every era had such personages who dedicated their whole lives to this cause Syed Maududi was, one such name in 20th Century. Almighty Allah had given him tremendous qualities of head and heart who used the same to free the enslaved Muslims of the subcontinent. He raised the slogan, ‘we are God’s helpers’ and then spent 24 hours, a day in the service of true faith of Islam for the rest his life. The Founding Session The founding session of Jamaat-e-Islami was scheduled for 26th August 1941 at Lahore. The participants from every nook and corner of India gathered at the residence of Mistree Abdullah at Islamia Park, Poonch Road, Lahore. Chaudhary Shafi Ahmad Formation of Jamaat-e-Islami Syed Mawdoodi rose to say, “people bear witness to me that I hear by, do repeat the First Declaration of a Muslim (that there is no god but God and Muhammad (PBUH) is His messenger. After him Moulana Muhammad Manzoor Nomani stood up only to follow the suit. And thereafter, everyone repeated the First Declaration (Kalima) of a Muslim, with tearful eyes as the First Declaration makes very heavy demands from the Declarant i.e requires him only to bow before God to the exclusion of all others. Syed Mawdoodi said, “Jamaat-e-Islami stands formed, and now let us pray that Allah may bestow upon us the strength and fortitude to fashion our lives in accordance with the dictates of The Quran and Sunnah. Inaugural address by Syed Mawdoodi Syed Mawdoodi in his first address made it clear, “All the Muslim Parties so far either stand for one aspect of Islam or stress just another one. In other cases, they have mundane programmes to fulfill and they have been formed like other secular Parties, as such they cannot be said to be Islamic Parties in the true sense of the word. And they have extended their memberships rather generously to every Tom, Dick and Harry without any qualification whatsoever, so result is that not only the workers but their leaders too, are devoid of any character worth the name. Therefore, such parties have no claim to lead. That is why, they have not attracted, the non Muslims, on the contrary, they have rather prevented the non Muslims from accepting the yoke of Islam. Today we have founded the party that stands for complete Islam and we have adopted the procedure, the Prophet himself had practiced, moreover, our regulations, and rules are such, which encourage only the pious Muslims who at least know the meaning and the demands of the first declaration of a Muslim, and consciously pledge to follow it. Jamaat demands from its members the sincere profession and strict practice of minimum Islamic demands. And this is the solitary qualification to retain the membership of Jamaat. And our Jamaat will not confine itself to racial Muslims only, but will also try to reach out to non Muslims and other noble souls, all over the globe. Then Syed Mawdoodi gave the reason for the adopting of Jamaat’s name i.e. Jamaat-e-Islami. He said since faith, manifesto, system, and procedure are more or less the same as has been characteristic of Islam. Hence, Islami was a must suffix and since it moves along the path shown by Islam so it cannot be anything but Islamic Movement. ‘Jamaat’ Syed Mawdoodi, said, “is an all encircling movement as such its task is uphill and so it needs man power to change the whole system of this world meaning thereby, to change morality, civilization, politics, culture, economics and society. So that God willed system prevails everywhere.” Election for Ameer Jamaat-e-Islami The first issue, the participants had to solve was the election of Ameer Jamaat-e-Islami, who should be true reflection of a leader as envisaged in the Quran and as envisioned by Syed Maududi. Further they were to settle period of term of the office for president (Ameer) and his powers. Different opinions surfaced on the issue. · Some opined that nobody was competent to be elected as Ameer Jamaat as none embodied the requisite qualities of the Ameer. They further held that if Ameer was elected now then the competent people, later to join Jamaat, would feel aggrieved and so office of Ameer itself, would become a hurdle in the way of Jamaat. Therefore, an acting Ameer would suffice temporarily. · The others, had no less reservations, they thought, there was none who could be termed, as the successor of the Prophet, therefore office should be left vacant for the time being and power to run Jamaat, should be vested in a council headed by a president. There was another group, who thought that party without powerful President (Ameer) would be a dead horse, and would not deliver. Therefore, the election of Ameer for a definite term was inevitable. After a long debate a 7-members committee was empowered to settle the issue of Ameer, following were the members of committee; 1. Mawlana Muhammad Manzoor Nomani 2. Syed Sibghatullah Bakhtiari 3. Syed Muhammad Jafar Phulwari 4. Mowlana Nazirul Haq Merthi 5. Mistri Muhammad Siddique 6. Dr Syed Nazeer Ali Zaidi 7. Muhammad Ali Kakorvi The committee after deep deliberations, decided that Jamaat would have its Ameer however, its term of his office will be indefinite. In the constitutional recommendation different opinions were given due wait and differences were narrowed down. The Committee met at 4.0 am in the evening and Mawlana Manzoor Nomani read out the deliberations, which were accepted and the same were included in the constitution as section 10. Thereafter Moulana Nomani purposed the name of Syed Mawdoodi for the office of Ameer and the proposal was accepted by all the members unanimously. Maulana Nomani further told that Syed Mawdoodi had all the requisite qualities of Ameer as he was distinguished from the whole lot. Unlike other Western Political Parties some traditions were set which were exclusive to the Jamaat. And maintenance whereof, was sure to save Jamaat from many perversions. 1. Self candidature and canvassing was disallowed for all times to come. 2. Lingual regional, personal liking and disliking were ruled out of considerations in fact disdained, so for as the election of Ameer was concerned. 3. Debate over issues at local or central level shall always be open. 4. Consensus was recommended as way of resolution of different problems; however, in the event of failure opinion of majority shall prevail. Except for a couple of occasions, consensus was always reached, in the history of Jamaat-e-Islami. Thereafter in the light of section 10, obedience of Ameer Jamaat was reiterated. The next morning i.e. on 28th August 1941, at 8.0am in the morning, the first session of Advisory Council was held, and council after serious reflection, sanctioned the establishment of five departments. 1. Academic Research 2. Propagation and Projection (Media Cell) 3. Organization 4. Treasury (Baitul Maal) 5. Preaching and Dawah 6. Main points of Jamaat Programme To get its objectives, Jamaat appealed to the Muslims as below; 1. To worship Allah and Allah alone. 2. That has professed Islam, to shape their lives in line with commandments of Islam by undoing dichotomy of word and action. 3. Should endeavor for the enforcement of Sharia based Government, so that situation could be retrieved by dislodging the rebels of God from the helm of affairs. So as to enable the pious Muslims may lead the society. The third objective could be achieved only, by pious and organized party of the Muslims practising high morality. So that they should come forward and prove themselves fit to give lead. The General Policy of Jamaat will be to see that: 1. Before taking any decision or step that if it is in consonance with Quran and Sunnah or not. Deviation will be possible as far as permitted by Islam. 2. In persuit of its objectives, Jamaat will not resort to such means and methods which are against truth and honesty or may sound mischievous. 3. Jamaat will try to effect reforms through democratic and constitutional ways i.e., through elections, preaching and propagation of ideology. And through character building by moulding the public opinion in its favour. 4. In pursuit of its objectives Jamaat will not resort to any underground moves, on the contrary it will struggle openly in the society . 5. Organizational work Organizational work was started to bring about the revolution of thought and action, and according to the instructions given by the founding Ameer, in his first address, two or more members are required to set up a local Jamaat and pious amongst them is to be elected Ameer. Even in the election of such Ameers, same qualities were emphasized which are essential for the head of an Islamic State. That is to say piety, insight, determination and ability to form correct opinion. Even election of such Ameers, is subject to confirmation by the Centre. Confirmation and non confirmation by Ameer Jamaat is fallowed willingly, for the same is the demand of discipline. Everey new entrant in Jamaat is supposed to reiterate the First Declaration (Kalima) of the Muslim. Ameer Jamaat made it clear, that reiteration does not mean that the declarant was hitherto non Muslim, but it meant that he was renewing his pledge to conform to divine injunctions consciously. And was ready to make any sacrifice in the name of Allah. Plan for the Extention of Dawah After founding of Jamaat the fare-well instructions Syed Mawdoodi gave, the members were bound to refrain from such activities not beneficial for Jamaat Program. They were further advised to live a life of a missionary while working for the cause of Jamaat. Eight circles for work were pointed out. 1. Work in college students and the educated segments of society. 2. In religious Scholars and students of Seminaries. 3. In mystics and divines 4. Amongst political workers, 5. Amongst urban population 6. Amongst rural Population. 7. In women folk 8. In non Muslims The workers of Jamaat were advised to work in the above mentioned circles according to their capabilities and in case of lack of experience, the worker should stop working lest he hinders the work. Organization Jamaat-e-Islami is an ideological party therefore ideology is its corner stone. And new entrant is allowed in, if he has a firm belief in its ideology, and he is sincerely willing to work for the same with dedication. Structural Hierarchy It was very simple in the beginning, but later it expanded. Members of Jamaat Member of Jamaat are its General Body, there are still two more cadres. The likeminded and Sympathizers The like-minded are those workers, who fulfill the criteria for a member but due to some problems or reason cannot do so. Sympathizers: Those who have sympathy for the Jamaat cause are called sympathizers . But they are not active in the pursuit of the Jamaat objectives. Both these cadres are not invested with any responsibility in the Jamaat setup. High Command of the Jamaat consists of Ameer Jamaat and central Advisory council. Ameer Jamaat is elected through direct vote of the members of Jamaat. Advisory council is the top policy making Body of Jamaat. Ameer Jamaat enforces these policies with their help. Local Jamaats and single members always stay in touch with the center, and whenever, a local setup has been established, it may be placed under control of any unit. Local Jamaats and single members submit reports to the respective regional Jamaat setups, and then regional Jamaat setups forward their reports to the centre for guidance. And those single members, who are not attached to any unit, send their reports to centre for guidance because they are under central control. Public congregation of Jamaat held in March 1944, had setup the permanent department of Organization which is still intact. Historic Words of Syed Mawdoodi I will never let myself become hindrance in the way of Jamaat, I mean I would not give an opportunity to anyone to say that he cannot join Jamaat because it is being headed by an incompetent person. I offer to the perfect, to come and discharge those duties, I have been burdened with. And this is a standing offer, however, I cannot bear with, none coming forward, and yet I should not do what I can. For me this movement is the very purpose of my life. Let me say I would like to live and die for it. No matter, if none is ready to tread this path yet I will move along with it, albeit, I have to go all alone even in the face of united opposition by the whole world.
