Id add to this article that it has a defined structure well known and accepted by the public. It carries non-trivial meaning from the sender that can be successfully decoded by the recipient. Thats language by my count. Whats more, the most valid uses of this phrase are when the words that would complete it in pedantic schoolmaster English are either irrelevant or so numerous as to justify the shorthand. Whats more, in those cases completing the sentence actually less accurately conveys the message of unbounded speechlessness. I think its a rather useful turn of phrase.
