Idea for development: the government should buy a multinational corporation (one worth about 15 billion dollars, say) in an innovating, leading-edge field, then relocate most advanced production to Romania, and help create a cluster of companies. That way you get a) a world performant company that will bring in capital, b) technology transfer, c) the ability to reinvest profits locally, rather than see them flow out, d) the cluster effects as the multinational will serve as a seed for related companies. This will also solve the thorny issue of how to get away with protecting fledgling companies in a context of open borders...
