When you asked for the Lignon Hill, we acceded trusting you would optimize it and advertise it nationally (zero) and internationally (zero). Now comes Rawis Boulevard and it would be charged to TripC budget which has to be endorsed by RDC V, all we wish is for you to tell the rest of Albay that the tradeoff is good for all and good for the future. Incidentally, Legazpi like the two other cities pay almost nothing to the Provincial budget but due to our location 18% pct of our budget principally on Philhealth and scholatships is spent here.
