If it isnt high-profile, they wont answer. If they will get no added revenue in the form of fines, they wont answer. If the crime was committed by one of their own, they wont answer. But I can guarantee that if one of them calls in to say that a crime against them is happening, there will be more cop cars there than you can shake a stick at. Yes, they serve and protect, but only themselves and their union. Us civilians (as they love to call us, and they dont mean it as a compliment) are just means for them to enhance the coffers of their jurisdictions.
