If we consider which world crises today have the greatest threat to US national security, I would rank Ebola far ahead of ISIS. Not that I dont support making it hard for ISIS to continue expanding, but it is striking how much stronger our response to terrorism and hostile states (Iran, Syria, etc.) is compared to disease. Historically, disease has killed far more people than other people. In World War I, the gruesome deaths of the battlefields were outnumbered by those dead of Spanish Flu. The greatest threats to human stability dont have faces and dont make threats. They just act. But our national and foreign policies are almost always motivated by the threat with a face rather than the one without.
