Generic Vacancy Announcement - Gender Talent Groups, P-4/P-5 Vacancy No: E-VN-2014-003131 Duty Station: Country: Region: Job Level: Position#: GVAGEN Application Close: 10-Dec-14 Contract Type: Long-term Staff (FT) Purpose of the Position This is a UNICEF Generic Vacancy Announcement (GVA) for the Talent Groups for Gender and Development Specialists at the P-4 level and Senior Gender Development Specialists at the P-5 level. Talent Groups at UNICEF are exclusive lists of pre-vetted, highly qualified professionals intended to fast-track the recruitment process as positions become available. After a rigorous selection process, successful candidates who apply will be placed in a Talent Group at either the P-4 or P-5 level. While placement in a Talent Group does not guarantee a position with UNICEF, it is an important resource for filling P-4 or P-5 level vacancies for Gender and Development Specialists and Senior Gender Development Specialists as they become available at UNICEFs New York Headquarters. Candidates selected into the Talent Groups will be reviewed and if found suitable, will be offered placement through a direct selection process. UNICEF has recently adopted its new Gender Action Plan 2014-2017 (GAP) which is an ambitious effort at catalyzing field level programming and results that advance gender equality and the empowerment of women and girls in key areas of UNICEFs work. The GAP specifies four targeted priorities - ending child marriage, promoting gender-responsive adolescent health, advancing girls secondary education, and addressing gender-based violence in emergencies. It also provides a gender focus on key results in the seven sectoral areas of UNICEFs work: Health, Nutrition, Water Sanitation & Hygiene, Education, Child Protection, HIV/AIDs and Social Inclusion. In order to implement the GAP, UNICEF is enhancing its mid and senior level gender expertise at Headquarters. As such, the types of posts that will be staffed with candidates from the Talent Group may include: - Gender and Development Specialists at the P-4 level and Senior Gender Development Specialists at the P-5 level who will ensure the technical excellence and quality of programmatic work on gender equality undertaken by UNICEF offices in the field. S/he will also help to establish systems on quality assurance, technical support, monitoring, evaluation, and reporting. S/he will work with other sectors in HQ, Regional and Country offices to advance one or more of the four Targeted Gender Priorities in the Gender Action Plan. The incumbent would also play a role in working with one or more of the 7 UNICEF sectors to mainstream gender by prioritizing key gender results within the sector with a strong gender relevance. Depending on the strength of research and M&E skills, the incumbent could lead or participate in research initiatives, working on the design and tracking of evidence based programme strategies that address gender bottlenecks and barriers to achieving UNICEFs results for women and children as specified in the Strategic Plan 2014-2017. Fundraising, donor and partner relations as well management of representational and interagency responsibilities could also comprise the job requirements. Key Expected Results Positions staffed from the Gender Talent Groups at the P-4 and P-5 levels may require, but are not limited to, achieving the following key results: 1. Technical leadership on gender: Gender and Development Specialists at the P-4 level and Senior Gender Development Specialists at the P-5 level will support the design, planning, monitoring and evaluation on improving country programme delivery to ensure the promotion and inclusion of gender equality and identifies entry points to enhance gender equality results. This would especially be key for the four Targeted Gender Priorities and the mutually agreed upon gender priorities with each programme section at UNICEF. 2. Integration and prioritization of gender issues, indicators, and results across the work of UNICEF Divisions: Gender and Development Specialists at the P-4 level and Senior Gender Development Specialists at the P-5 level will identify and guide synergistic opportunities for collaboration across different areas of UNICEFs work. S/he will provide high quality technical inputs on gender issues, indicators, and results in sectoral and cross-sectoral programming, strategies, guidance and tools. 3. Strategic research and advocacy: Depending on research skills, Gender and Development Specialists at the P-4 level and Senior Gender Development Specialists at the P-5 level will develop, shape and/or support strategic research studies and identify creative advocacy opportunities to leverage impact. S/he will bring strong technical quantitative and qualitative research methodologies and skills to designing impact evaluations, and to shaping indicators on monitoring of results. 4. Resource mobilization: Gender and Development Specialists at the P-4 level and Senior Gender Development Specialists at the P-5 level will support outreach, cultivation, and technical support efforts in relation to key donors and partners. S/he will work on coordinating, technically supervising, developing, and reviewing proposals and concept notes for internal and external fundraising and will identify and leverage the most strategic fundraising and resource mobilization efforts where a gender focus would bring added value. Qualifications of Successful Candidate - Advanced university degree in the social sciences (i.e. sociology, demography, psychology, political science and economics), public health, public policy or international development. A concentration in gender is a strong asset. - Eight or more years for P-4 candidates and ten or more years for P-5 candidates of progressively responsible relevant work experience and demonstrated track record of having undertaken, led substantive programming and research on gender and development in key issue areas that are the focus of UNICEFs Gender Action Plan - especially the Targeted Priorities and a focus on adolescents. - Candidates with experience in delivering results-based programmes on gender and development, and with experience and expertise in adolescents an asset. - Experience in programme management and leadership is essential. - Fluency in English and another UN language. Knowledge of the local working language of the duty station would be an asset. Competencies of Successful Candidate Technical Competencies of Successful Candidate: - Strong substantive, technical, programmatic and research skills in gender along with sectoral expertise in at least one of the following sectors: Health, Education, WASH, HIV/AIDS, Protection, Social Policy or combined expertise in Adolescents. - Proven ability to connect sectoral issues and programmatic approaches on gender. - Proven rigor in analytical, conceptual and programme design skills relevant to gender and development with an understanding of theories of change and path from intervention to results - Demonstrated experience with different methods/ approaches on training to build capacity on the technical aspects of gender programming and analysis for a diverse set of stakeholders - Wide knowledge and understanding of global gender equality issues, specifically relating to children and women, and the current trends, methods and approaches. - Demonstrated experience in conducting rigorous research and analysis on gender, including quantitative research methodologies, and monitoring and evaluation. - Demonstrated success in developing proposals and securing resources for programme and research initiatives with a strong gender component. - Demonstrated experience at guiding country level programming and/research from a regional or global mandate. - Demonstrated experience at contributing technical expertise on gender research and or programming in international partnerships and forums. - For P-5 candidates, a successful publication record on gender and development research and/or programming. Functional Competencies of Successful Candidate: - Excellent written and oral communication skills, including an ability to write succinctly and clearly and speak in public forums compellingly and with confidence. - High level of initiative and independence in ability to undertake complex tasks while proactively seeking relevant input, cooperation, and guidance from key constituents. - Management experience and demonstrated ability to motivate others and create and encourage a climate of team-work and collaboration in a multi-cultural environment. - Ability to make effective use of political processes to influence and persuade others inside and outside UNICEF and negotiate a desired direction and/or outcome. - Ability to think outside the box, generate new ideas, approaches, or insights and develop innovative ways to undertake projects and initiatives, shape solutions to problems. - Strategic thinker who can pull disparate ideas into a cohesive vision, strategy, plan that is positive and compelling for other to join, collaborate, and implement. - Proven ability to build rapport with individuals and groups and maintain an effective network of individuals across organizational departments as well externally. - Proven ability to identify urgent and potentially risky decisions and acts on them promptly; initiate and generate organization-wide activities with a strategic vision.
