If you are currently staying in Québec as a foreign student, Québec graduate or temporary worker in Québec, you can apply for a CSQ in the skilled worker class and initiate your immigration process. However, you must be age 18 or older and, if you are presently studying, you must intend to enter the Québec labour market in the short term. Conditions to satisfy as graduate or future graduate Here are the conditions that you must satisfy as a Québec graduate or future graduate to obtain a Certificat de sélection du Québec (CSQ – Québec selection certificate) under the Programme de l’expérience québécoise (PEQ – Québec experience program). At the time of submitting your application, you must: • be at least 18 years old and intend to settle in Québec to hold a job; • have conformed to the conditions on your stay as a foreign student; • hold a Québec diploma eligible for the PEQ or expect to complete your study program within six months of the date on which you submit your application; • have an intermediate level knowledge of oral French; • undertake to provide for your needs and, where applicable, those of your spouse or de facto spouse and dependent children included in your application, for a minimum period of three months from the date you obtain your permanent resident status. You are not eligible for the PEQ: • if you hold a bursary with a clause stipulating a return to your country, unless you have already fulfilled this condition; or • if you have started a new study program in Québec. Finding out about studying in Québec In addition to being Canada’s largest province in terms of area, Québec is the cradle of francophone culture in America. Each year, Québec’s various francophone and anglophone educational institutions welcome some 25,000 foreign students. To enjoy access to higher education in Québec, you have to meet the admission requirements of the institution of your choice (no examinations required), demonstrate your ability to finance your studies, and obtain the necessary entry authorizations required by the immigration authorities. Here are some of the advantages of choosing to study in Québec: • Québec diplomas are recognized internationally. Québec ensures the quality of the programs offered in each of the public institutions of its educational system (through, among other things, legislation, the use of external assessment bodies and by securing the agreement of professional orders). Only universities and university-affiliated schools and institutes are authorized to offer university programs. • You have a vast range of French and English programs of study to choose from, depending on the institution selected. • Tuition fees applicable to foreign students in Québec compare favourably to those in other industrialized countries. The cost of living is also among the lowest in Canada. • Québec’s institutions of higher learning, irrespective of their size and location, are all equipped with ultramodern facilities (high-tech labs, computer labs, sports facilities, auditoriums, etc.) regardless of their size or location. • Studying in Québec also, and uniquely, means experiencing North America in French. At the crossroads of Latin and Anglo-Saxon cultures, and enriched by the contributions of a multiethnic immigration, Québec offers a stimulating living environment with the added benefit of being safe. • Finally, Québec, a territory three times the size of France, is synonymous with wide open spaces. In addition to its myriad lakes and rivers, a huge boreal forest, a fjord and a majestic seaway, it has a multitude of national parks whose features change with the four seasons. Working during your studies To obtain the necessary authorizations to study in Québec, you must demonstrate your ability to pay applicable tuition fees as well as your living expenses, without having to work in Québec. Once you are settled in Québec, you may be authorized to work part-time during your studies, subject to certain conditions. On-campus work and internships As a foreign student, you may be employed on the campus of your educational institution if you have a study permit and are engaged in full-time studies. However, the number of on-campus jobs, including employment as a research assistant or teaching assistant, is limited. You may also work outside your educational institution if you are completing an internship, whether remunerated or not, that is an integral part of your Québec study program. To work off-campus, you are generally required to obtain a work permit from the appropriate Canadian authorities. To familiarize yourself with the conditions that apply to these different work scenarios, contact Citizenship and Immigration Canada. Off-campus work If you attend an educational institution that participates in the Off-Campus Work Program for foreign students, you may be eligible for a work permit authorizing you to work off-campus for a maximum of 20 hours a week during regular academic sessions and full-time during scheduled breaks.
