If youre too lazy to read this post, youre too lazy to be a responsible gun owner. I have dredged through the 18 pages of I-594 for my personal knowledge, and thought I would make it a little easier for those who wont do that. As a RESPONSIBLE GUN OWNER you should read and know the Revised Code of Washington pertaining to guns, period! its your duty to know. I have broken me recap into 2 part: How I-594 Affects Law Abiding Citizens; and, How I-594 Affects Criminals and Makes Us Safer. The whole text of I-594 is found here: sos.wa.gov/_assets/elections/initiatives/FinalText_483.pdf How I-594 Affects Law Abiding Citizens: ...All firearm sales or transfers...in Washington, shall be subject to background checks... ...Sale means the actual approval of the delivery of a firearm in consideration of payment or promise of payment... ...Transfer means the intended delivery of a firearm to another person without consideration of payment or promise of payment including, but not limited to, gifts and loans... ... This section does not apply to: (a) A transfer between immediate family members,... ...(b) The sale or transfer of an antique firearm;... ...(c) A temporary transfer of possession of a firearm if such transfer is necessary to prevent imminent death or great bodily harm... ...(e) A federally licensed gunsmith... ...(d) Any law enforcement or corrections agency... ...(f) The temporary transfer of a firearm (i) between spouses or domestic partners; (ii) if the temporary transfer occurs, and the firearm is kept at all times, at an established shooting range...organized competition involving the use of a firearm... to a person who is under eighteen years of age for lawful hunting, sporting, or educational purposes...while hunting ...(5)In addition to the other requirements of this chapter, no dealer may deliver a pistol to the purchaser thereof until:... purchaser produces a valid concealed pistol license and the dealer has RECORDED the purchasers name, license number, and issuing agency, such record to be made in triplicate...dealer is notified in writing by the chief of police that the purchaser is eligible to possess a pistol...Ten business days have elapsed from the date the licensed dealer requested the background check... ...purchaser shall sign in triplicate and deliver to the dealer an application containing his or her full name, residential address, date and place of birth, race, and gender; the date and hour of the application; the applicants drivers license number or state identification card number; a description of the pistol including the make, model, caliber and manufacturers number if available at the time of applying for the purchase of a pistol... dealer shall, by the end of the business day, sign and attach his or her address and deliver a copy of the application and such other documentation as required under subsection (1) of this section to the chief of police of the municipality or the sheriff... (6)...That when any part of the transaction takes place in Washington, including, but not limited to, internet sales, such residents are subject to the procedures and background checks required by this chapter... ...A person is guilty of a separate offense for each and every gun sold or transferred without complying with the background check requirements of section 3 of this act... The parts of I-594 that will affect criminals and make us safer: NONE OF IT! They are criminals because they dont care about the laws.
