Im pretty sure hes military, federal because he has a Krag as opposed to a single shot Springfield Trap-door rifle, cavalry I think, based on no bayonet and Im pretty sure the gun is a Krag 1898 carbine, based on seeing the side mounted Krag magazine. His hat is issue 1896 to 1905 I think, as are the puttees and blanket with rubber ground sheet and how its bound at the ends with the leather strap. So this snap, a very early snap, is probably 1898-maybe as late as 1905 or later. The 1903 Springfield bolt action rifle would probably not have been issued to un-mounted cavalry even by then and there was no M1903 carbine. Lots of assumptions but assumptions based on collecting US military for a couple of decades
