Ending uncertainty, the BJP on Wednesday named Harsh Vardhan as the partys chief ministerial candidate for the December 4 Delhi assembly elections despite opposition by city unit chief Vijay Goel who had staked claim for the post. 2. Rajendra Kashyap was appointed as the Financial Commissioner (Railways) and ex-officio Secretary to the Government of India on 21 October 2013. He took charge of the office immediately. 3. The 14th India-Russia Annual Summit was held at Moscow on 21 October 2013. The summit was co-chaired by the Prime Minister of the India Dr. Manmohan Singh and the President of the Russia Vladimir V. Putin. 4. India will launch its first interplanetary probe, #Mars orbiter spacecraft, at 2.36pm on November 5 from the Satish Dhawan Space Centre, Sriharikota, Isro.
