In 1991, when President George HW Bush felt it necessary to militarily confront Iraq because of its invasion of Kuwait, he obtained a Use of Military Force Resolution from the Democratic controlled Congress. In 2003, President George W Bush persuaded the Democratic led Senate to vote in favor of the Iraq War powers Act 77-23. When faced with an issue that he views as critical, immigration, President Obama has found that his powers of persuasion are so weak, his arguments so poor, and his cause so unworthy, that he must act through dictatorial fiat rather than through democratic processes.
