In 2011, Bihar had made an effort to curb overloading by deciding to bring truckers under the ambit of the Prevention of Damage to Public Property Act. Under the act, truck owners could be booked for damaging roads by overloading and the consignment impounded. The owner and the driver could be punished with imprisonment for a term not less than six months, but which might extend to five years.
