In a country where it takes a unanimous jury to convict in every case under the federal system and a unanimous jury to convict in every state except Oregon and Louisiana, as well as the requirement of a unanimous jury in guam and the Northern Mariana Islands (U.S. Territories). Why do you think only Oregon and Louisiana allow for non-unanimous juries in serious felony cases punishable at hard labor such as life sentences? Are all of the other States, the Federal System and Guam and the Northern Mariana Islands backwards are is it the other way around?
