In my 10 years as a zoning board member, in PA, I have never heard of an instance where a new ordinance usurps a use that has been in existence for 17 years prior to the laws enactment. In my experience, the vegetable garden would simply be considered a non-conforming use that is grandfathered untill the owner decides not to continue it. It could not expanded, or change in any way, but would still be a permitted non-conforming use. I suspect there is something more to this story than first meets the eye.
