In order for Nigeria to mature into a developing country, it must honestly and openly deal with issues surrounding it. The prime suspects are culture, tribalism, religion and International law and how they impact its growth. In search of the solution to this problem we state that for a country to grow both politically and economically there must be security and order. The social norms are the key to tranquility that set precedents to democracy. Cultural divisions do not create a conducive atmosphere towards progressive development required for the advancement of the country. Culture remains a divisive tool that disintegrates any society; it is the cause of lack of civility in a society. It is what makes it secured and safe or insecure and unsafe. It is the notion of loss of identity and the need to assert self identity inappropriately. Nigeria is rooted in tribalism by the nature of its culture which creates insecurity in Nigeria. The unique nature of Nigerian is manifested in existence of 529 individual languages, out of these 522 are living, and 7 are extinct. It is further distinguished that 22 of these languages are institutional, 80 are developing, 358 are dynamic, 20 are in diminishing on general use, and 42 are dying.1 the borderless Nigeria has an issue with evolving immigrant languages like American Sign Language, Bagirmi, Klao, Mbay, Mpade, Ngambay and Pana. These are commonly recognized language: Igbo, Yoruba, Hausa, Edo, Fulfulde, Kanuri and Ibibio. The national languages are English in a country of population 162,470,737 in 2011according to World Bank. The nature of chaos is depicted in Figure 1. The country religion is equally divided between Christians and Moslem, and the Moslem has been the sources of religious mayhem in the country. How can international law contribute to the development, justice and human rights to Nigeria? Due to the colonial influence of Britain and United States and constant associate with United Nations adaptation of international law may be applicable to address various issues facing Nigeria.
