In the old Jamahiriya government of Libya, Muammad Gaddafi held no political power. He was simply just the leader of the revolution against European democracy. The power in Libya was in the hand of centralized committees from the local level to the national level in the form of a direct democracy. This form of government works a lot better than the corrupt representative democracy in most African nations because it is fairly easy for outside forces to infiltrate and influence political parties and figure heads. This is almost impossible to do in an environment were thousands of committees control the resources in their specific jurisdiction.
