In view of Tropical Storm APEC-SMEC, I hereby order the following countermeasures: 1. Early dismissal of Capitol employees so our electricity usage may be shifted to other users and should not further complicate the peak load capacity in Feeder xxx. They need not return to work after lunch. 2. Not covered by this order are personnel of hospitals, PGSO, PEO, Apsemo, CSUs and GO whose skills are needed to connect our generators in all Capitol facilities to vital lifelines of the economy: Ex. Main Capitol has 333kva genset but we are allowing 135kva to be connected to Jollibee Albay whose generator has bagsak due to continuous usage. 3. Employees are advised of the logic of this unique order: please do not engage in activities that would merely offset or undermine the conservation of energy and giving it up i.e. the usage space to vital entities of our community. The foregoing order covers provincial employees only. Nelly Tejada of PHRMO is already preparing the list of capitol employees needed to assist the private sector. 4. Team Albay - PNP - OCDV is hereby ordered to increase visibility of public authority in order to prevent naughty elements from joining the forces of darkness in taking advantage of the situation esp. the vulnerable.
