Increasing the cost of the communications ( includes travel) is business unfriendly for small businesses. They just cant afford it and be competitive in the market without anti dumping laws. It is actually not good for the economy if small players die, it kills the resilience of the system . Entities like railways cannot be treated as independent , they are part of the ecosystem. And if ecosystem succeeds, the state can subsidize the components of it for the larger good.
