Information just filtering in from the City of Harare system indicates that since Zinwas operations in Harare City Council became Harare Water business in 2009, Mr Godfrey Kusangaya, the Finance and Administration Manager at Harare Water has not gone for leave for fear that his illegal deals involving councillors will be exposed by the person who takes over during his absence. Just recently, efforts by the councillors to have him go on leave to allow for the investigations into the abuse of the Chinese loan were thwarted after he allegedly persuaded them to let him continue working. He then allegedly took some of the councillors to Kariba for an outreach, and when they returned none of them pursued the matter. What kind of systems exist in the City of Harare to regulate the behaviour of its employees.
