From basic calculations out of the roughly 245 billion that will go to the Counties. Cord controls about 132 billion shillings. Coupled with what is generated from taxes, we could be talking of CORD controlling about sh 200 billion in the 2014-2015. A visionary leader could have settled on his zone and made sure that the 200 billion bob is used perfectly, in order to shame the bungling, blundering Jubilee. A visionary leader could have spent three months in the United States creating contacts, and developing bonds with investors to invest in his 24 Counties. For example- Kenyas largest trading Partner- Uganda buys goods worth 70 billion shillings from Kenya and brings in goods worth 35 billion shillings every year. ALL the 100 billion worth of trade goes through CORD Counties: Busia, Siaya and Homa Bay. A visionary leader could have have brought the Governors of Busia, Siaya, Homa Bay, and Migori together- and organised how each of them could contribute sh 5 billion each to start a Maritime Service. This could have involved the purchase of three medium sized Cargo ships at about 2 billion each ferries, and two passenger ships at 1.5 billion each. The rest of the money could have been used construct mini ports. That Maritime Infrastructure could have been used to spur trade and take most of the sh 100 billion bob Uganda business, and another 70 billion bob business to Rwanda and Burundi. A visionary leader could have have applied to Kenya Railways to use the the dormant Nairobi Kisumu Railway line, to cheaply transport cargo to and from Nairobi. A visionary leader could have used his influence to have his Governors set up Tax Free Industrial Parks, and used the massive resources to generate Hydro and wind Power in the Counties bordering Uganda. This would have seen the Factories moving nearer the markets. A visionary leader could have used his influence in the Coast Counties to set up a Multi Billion shilling Irrigation Project in Kilifi, to shame blundering Jubilee that is setting up the Tana Irrigation project. Instead this leader spends three months in the US taking photos with young girls, and holding secret meetings. This leader comes back and plans to hold rallies that threaten to burn down the country
