Is CQC ducking the issue by suggesting Monitor should take the financial monitoring. Its not just about surpluses - it also the link between well-performing companies at the expense of the quality of care? Better to have this embedded in inspection surely? Looking at how money is used seems important - good surpluses can mean starved support at the ground floor. Castlebeck cut and ran; Southern Cross - who lost out?
