Is cycling on a pavement legal? It is against the law to cycle on ‘footways’. The maximum fine at court is £500, but the penalty is usually enforced by way of the Fixed Penalty Notice (FPN) procedure. Children up to the age of 16 cannot be issued FPNs so could only be punished in exceptional circumstances.
