It is however evident that there is no authority or concerned department in Goa that keeps a check or monitors the Mobile Towers being installed in regard to the exposure of radiation or electromagnetic rays harmful to humans. I wish to also state that few days back I was present for a gram sabha of a village panchayat in Salcete and the issue of Mobile Towers and the radiation caused was deliberated. The Sarpanch in the issues arising from the action taken report said that they have written to various authorites and they have received replies from several authorities that they are not the concerned department or authorities to act in regard to the issues or complaints related to the Mobile Cellular Towers or the Base Transceiver Stations in Goa. It was also astonishing that my Right to Information Application was forwarded to various departments by your Office and neither one authority in Goa was able to give replies or issue the sought information. I further wish to state that the cause of filing the Public Interest Litigation or Writ Petition in 2004 before the Hon’ble Bombay High Court, Panjim Bench was that same as or since no authority could answer my fears and apprehensions or doubts I had in my mind after a mobile tower was erected at Maddel Grande, Margao, right behind my house and in my backyard (not my property). But after the authorities paid to heed to our complaints, the Mobile Tower operated for last eight years through illegal means or with authority supervision. To be specific that Mobile Tower was built after obtaining the approval and license from the SGPDA and Margao Municipal Council. Power connection was obtained from the Electricity Department with 4000 watts/ power load. No occupancy certificate was obtained. No tax was paid during the years. There was no trade license obtained or secured for the Mobile Tower. The mobile tower owned by Idea Cellular was shared with other two cellular companies (Vodafone and Airtel). The access road shown during construction or on the approval plan never was constructed. There were violations on the tower structure when the Cellular company themselves had attested that only 10 antennaes could be fitted however there were 32 antennaes fitted to the mobile structure. The Mobile tower or base stations was using 46,000 watts/ power load. The tower was in a settlement or residential area. Thus I say my family, my neighbours, people from my ward and myself were exposed to unchecked and uncontrolled radiation or electromagnetic frequency or dangerous rays. It was after we obtained information under RTI Act and objected to the irregularities of the Mobile Tower that in August, 2012, we could disconnect the Power connection of the Mobile Tower operating in our ward. Authorities are hand in glove with the Cellular companies and reluctant to give information sought to hide their ill acts and mischiefs. Without proper paper work or legal processing Mobile Towers get power connection released in this power/ electricity defunct state. Rampant erections/installations of Mobile Towers on building is going unchecked. No guidelines are framed in this Goa state to such Mobile Towers despite several people even petitioning in the Court of Law over health concerns
