It seems to me that if the only way you can receive a service from a church is through tithing - essentially a donation - then that is in fact a business transaction and the amount of the donation that goes to covering that service should no longer be tax-deductible. So the IRS should step in and investigate all the services - in this case, funerals - the pastor has done in exchange for donations, and since the tithes by the woman up to when she could no longer do so were insufficient for a funeral in the church she had been a member of for 50 years, then at least some of what she wasted giving it to her church should be refunded to her family.
