Its entirely possible that the alternate timeline of Its A Wonderful Life is darker than we previously thought. Potter is able to run the former Bedford Falls as an tryannical dictator, which is in contravention of many state and federal laws. This in turn implies that those laws no longer apply. So Im thinking that because Harry died young and didnt become a war hero, the US lost WWII, and fell apart post-war in such a way that it dissolved into independent, autocratic city-states, like Pottersville. Some of those are probably rogue states with nuclear capabilities, too, rendering the world a dangerous and lawless place constantly on the verge of armageddon.
