Its quite difficult to get good popiahs these days. Ping Kee Popiah at Sembawang Hill Food Centre (590 Upper Thomson Road #01-32, Ang Mo Kio, 574419) are not too bad. The turnips ( mung kwang ) = fillings are fresh (clear & simple) without the overdose of marination unlike many popiah stores. The beansprouts are fresh and crunchy. In fact there are slices of chinese sausage (lap-cheong) stuffed into the popiah. Hygiene factor is top notch: operates by husband & wife team & wife, who takes the orders is friendly. This place also adds some fried bits to the popiahs (which could be fried fish and batter) but not the peanuts. This is not the best popiah in town, but I feel its still quite good (8/10). Cost is $1.50 (but might have risen!). Go try!
