Its so upsetting to see these dogs at county on the elist. While I do rescue the elisted dogs when I can I prefer the owner surrenders and I will tell you why, because these owner surrenders that I take into my rescue would not pass countys assessments, too old, resource guarding and medical reasons therefore these dogs would end up on the elist. These dogs do not deserve to be at county locked up terrified and surrounded by diseases.
