JICA study for new Philippine international airport ready by June MANILA – A study to build a new international airport at a former U.S. airbase twenty kilometers south of Manila is expected to be completed by middle of this year. JICA is finishing the study, Transport Secretary Joseph Emilio Abaya said before the holiday break, referring to the Japan International Cooperation Agency (JICA). He said the study should be completed by June. To recall, JICA had recommended building the new airport at Sangely Point in Cavite province. Clearly, the location will be Sangley. They studied all the possible sites. We just want it to be 20 minutes drive and 20 kilometers away [from the existing airport],” Abaya said. The new international airport can accommodate 55 million passengers per year and 400,000 aircraft movements, and should be operational by 2025. JICA said the new airport can be funded through official development assistance (ODA) or public private partnership (PPP). The JICA study had proposed building a new international gateway that would require a total investment of P435.93 billion. By 2015, passenger traffic at the Ninoy Aquino International Airport (NAIA) will hit 37.78 million, of which 16.46 million would be international passengers and 21.31 million domestic. By 2040, passenger traffic at NAIA would reach 101.49 million. At end-2012, NAIA accommodated 31.88 million, exceeding the 30 million passengers per year optimal capacity of the terminal, and near its maximum handling capacity of 35 million.
