JOB OPPORTUNITY GRANT ACCOUNTS OFFICER NGOCC, a network of member NGOs and CBOs that are active in addressing gender and development issues, is inviting applications for a full time position of GRANT ACCOUNTS OFFICER . The position performs general accounting and administrative functions related specifically to grant and contracts ensuring compliance with laid down requirements. Principle duties include the following: • Collaborates with the Monitoring and Evaluation Officer to prepare appropriate documents to authorize disbursement of funds to approved project proposals • Facilitate actual disbursement of funds to successful applicants and ensure disbursements are made according to contractual agreements. • Monitors the use of funds by each sub recipient through site visits and checking reports by activity performed. • Identifies capacity constraints within sub-recipient member organizations relating to their ability to adequately administer, utilize and account for funding from the sub-granting facility. • Provides feedback and recommends appropriate capacity building interventions. • Collaborates with the Monitoring and Evaluation Officer to reconcile expenditures to activities actually undertaken by the organizations and process further disbursements were these are approved. • Prepares monthly bank reconciliation. • Participates in providing capacity building support to sub- recipient member organizations. • Prepares accurate and timely financial reports to donors within the requirements of each donor’s reporting and accounting guidelines for funds disbursed. • Prepares and submits to the Grant Manager financial reports pertaining to the Programme’s operations for consideration by the NGOCC Board. • Assists in the annual audits and annual budget development for grants and contracts. • Assists with preparation of audit schedules, financial statements and statistical data related to the annual audit and annual financial report. • Implements financial policies and procedures for grants and contracts to ensure compliance with funding agency guidelines. ESSENTIAL QUALIFICATIONS AND COMPETENCES • NATECH with 3 years experience in an accounting environment • Excellent oral and written communication skills • Good interpersonal and negotiating skills • Ability to plan and prioritise workload • Knowledge of automated accounting system and working knowledge in local languages • Possession of a valid driving license with two years experience in driving.
