Position Summary: Position title: Project Officer for SCALE (Strengthening Improved Cookstove Access towards a better quality of Life and Enviroment) project Start date: Immediate Direct Supervisor Country Representative Myanmar Duty station: Yangon, Myanmar 2. Purposes: GERES – Groupe Energies Renouvelables, Environnement et Solidarités – is an international non-profit NGO created in 1976 after the first Oil Shock. The main focus areas for GERES are environmental conservation, climate change mitigation and adaptation, reducing energy poverty, and improving livelihood of the poor. GERES teams are particularly involved in the implementation – in partnership with the communities and local stakeholders – of engineering solutions for development. GERES is setting up a program in Myanmar focused on scaling up dissemination of Improved Cookstoves. The Project promotes large-scale access to certified, more efficient and cleaner biomass stoves for vulnerable men and women of Myanmar contributing to economic opportunities, poverty alleviation and climate change mitigation. This project aims to substantially reduce household fuel cost and consumption. In the long term, the government and people of Myanmar will benefit from annual savings with increased earnings through the international carbon market, thereby contributing to the improvement of Myanmar’s economic situation. Main Responsibilities: General Activities: Specific Activities Administrative support Assist the Country Representative in planning and scheduling the project’s activities within the deadlines and according to GERES’ procedures, time frames and requirements laid down in relevant project proposals / intervention strategies. Conduct planned field monitoring trips to oversee field operations activities and provide recommendations, discuss key operational issues and provide solutions to Country Representative. Ensure project activities are implemented according to project description and donor requirements. Work closely and support local partners in preparation and oversight of activities implemented under the joint project, including the review and development of technical materials, schedule planning and implementation. Prepare regular reports and briefings for Country Representative as well as Weekly Partnership Meetings and assist in preparation of donor reports as necessary. Liaise, assist, support and provide capacity building as needed with project partners. Any additional administrative duties assigned by the Project Manager. Basic financial follow-up Contribute to project budget forecast and follow-up. Prepare working drafts of financial and narrative reports for consortium partners and donors, in conjunction with other project and finance staff. Representing SCALE Represent GERES positively and professionally in external meetings/relations. Sustain and develop GERES’ partners network. Pro-actively seek potential partners and funding opportunities. HR Assist in the recruitment of GERES team in Myanmar: assist in preparation of job descriptions, review Application packs, participate in interviews. Collect feedback from field partners and prepare progress reports. Work closely with Myanmar authorities to ensure timely granting of travel authorizations for international staff travel. Communication Prepare community awareness strategy for grassroots producers and users. Draft reports to donors or local authorities in collaboration with the Country Representative. Monitor relevant developments in regulatory frameworks. Project Development Prepare and develop new project proposals together with the Country Representative and GERES coordination team. With technical team, develop technical and field-based activities including value chain development, market linkages, and local partner capacity building. Conduct value chain and market assessments of potential rural development activities. Identify key local NGO and private sector partners in project-supported areas. Support Country Representative to set up demonstration plots, conduct field days, and train smallholder producers. 4. Qualifications: Experience Professional experience with INGOs/NGOs and/or international experience is a considered an advantage; interest in developing grassroots networks is preferred Education & Training Bachelor’s Degree in Accounting, Management, Public Administration, Economics, Social Science, Mathematics, Statics, or related field of studies. Other bachelor degrees with a diploma or specialized certificate in these disciplines will be desirable. Skills Proven ability for long-term planning, organizing priorities and working under administrative and programmatic pressures with an orientation for details and professional grace. Diplomatic and strong acumen in establishing positive working relationships with employees and other stakeholders to maximize cooperation and productivity. Proven staff management and team building skills. Basic computer skills in word-processing, spreadsheets and databases (to be tested). High level of self-motivation, planning and organization, and strategic thinking. Strong oral and written communication skills (Bamar and English, additional ethnic languages will be considered a plus). Strong business research skills and proven ability to maneuver in Myanmar’s NGO circles. Ability to work independently in a rapidly changing professional environment. Ability to travel outside of Yangon to project sites on planned trips, as needed.
