Interfaces with project and corporate management, and client representatives. Develops, plans, organizes, coordinates and monitors HSE Programs to ensure compliance with occupational health, safety and environmental regulations, company and client policies and procedures. Provides ongoing communication to management concerning the assessment of the HSE program performance with associated recommended proactive and/or corrective actions. Serves as a resource for the technical interpretation of health, safety and environmental regulatory requirements. Investigates accidents to ascertain causes for use in recommending preventive measures and developing HSE program revisions, as necessary: Inspects worksites and prepares report of findings with recommendations for corrective actions: Tests working areas for noise, toxic, and other chemical and physical hazards, using industrial hygiene monitoring equipment: Observes workers to determine compliance with respective HSE policies and procedures: Maintains knowledge of jurisdictional, company and client HSE regulations: Provides/develops technical HSE training aimed at regulatory and procedural compliance. Conducts HSE Management training for supervisory and management personnel: Assesses HSE program performance and identifies trends through data analysis.8+ years of experience required, two years technical training, advanced medical certification and/or advanced HSE certification preferre Health and Safety Technician Kelly Engineering has an immediate need within a Global Chemical company, Location: Deer Park, TX Health and Safety Technician Job Overview Global Chemical Company is currently seeking a Health and Safety Technician in Deer Park, TX. The purpose of this job is to provide Health & Safety (H&S) Delivery support to the analytical facilities at the Operations Site. The delivery support includes coordinating existing H&S programs, compliance with applicable laws, regulations and standards, achievement of EH&S goals, and implementing global EH&S management systems and work processes. The incumbent will work closely with plant and EH&S leadership, other members of their department EH&S delivery team, and plant and maintenance personnel to ensure full compliance, enhanced EH&S awareness, and improved performance. *Must have experience in analytical labs - analyzing samples, maintaining lab equipment, etc. Health and Safety support for lab facilities would be the best fit, but any experience working in a lab environment will be an asset. Key Responsibilities • Implement EH&S management systems (work processes, standards, and procedures) as appropriate for facilities • Ensures that the Health & Safety aspects of Operating Discipline are adequate and applied to achieve performance goals. • Develop and implement Health & Safety operating discipline, work processes, and training materials • Coaches teams and individuals on Health & Safety related tasks and activities. Subject Matter Expert for assigned departments. • Assists in developing and achieving area or plant Health & Safety goals; eliminating injuries, reducing exposures, etc. • Facilitate compliance with regulations & standards • Lead the development and implementation of Safety Plans for major shutdown/turnaround • Acts as the department compliance tasks owner. Downloads department updates, oversees compliance process. • Conducts RCI’s for missed tasks. • Manage and audit the Safe Behavior Process including analysis of Behavior Based Performance processes. Evaluate Behavioral Based data and coach team to habit strength. • Verify monthly inspections • Participate and lead incident investigations • Participate in and provide data for EH&S audits/assessments • Identify opportunities to streamline H&S implementation resources and work processes • Maintain record keeping systems • Maintain Health Assessment Planning Tool & Qualitative Exposure Assessment databases • Maintain IH programs • Participate on the facility EH&S team • Maintain EH&S Operating Discipline systems • Maintain and audit the Behavior Based Performance processes Qualifications • A minimum Associate’s degree in a Science Field or Environmental Health and Safety is required or High School Diploma or GED AND A minimum of 5 years of experience in a Manufacturing or Chemical Industry role is required. • Previous experience in a Health and Safety role is preferred. • Must be able to quickly learn and apply evolving H&S requirements. • Knowledge of the Health & Safety Work Processes and organizational skills are essential. • Knowledge of the Operate Plant Work Processes is preferred. • Successful candidate must be a self-starter who can identify, prioritize and accomplish multiple tasks. • Must be able to work independently and overcome obstacles to achieve results with limited supervision. • Must challenge/question work practices in an effort to continuously improve them. • The potential candidate must be able to successfully work with a variety of individuals to achieve plant goals and objectives as well as support site processes. • They must fully support the initiatives of H&S both as a business and a site.
