Jesus cried, "It is finished," and the veil in temple was torn from top to bottom which meant that there would no longer be a barrier between God and man. All who believe in Jesus enter in through the veil of His flesh, and there we abide (Heb.10:19-22). We do not need to "enter His presence" or "usher the people into the presence of God". Jesus already did this with His blood. He is in us. We are one Spirit with Him (1 Cor. 6:17). His presence has entered us permanently, and we have permanently entered into His presence. There are no "steps" to take. Just enjoy where you are seated: with Him in the heavenly places in Christ Jesus (Eph. 2:6).
