Jose Alejandrino 1 hr · When Gen. Douglas MacArthur became the overlord of Japan after the surrender of Japan, he broke the power of the rich industrialists and big landowners and introduced a new Constitution that emancipated the marginalized sectors of Japanese society. This led to the growth of the middle class and the boom of the Japanese economy. President Lula, who co-founded the Workers Party, also moved center-left and managed to lift 20 million Brazilians out of poverty to the middle class. Prior to that, Brazilian politics was dominated by the right-wing oligarchy. He broke their hold. His policies spurred the growth of the Brazilian economy to one of the major ones in the world. Here in the Philippines we have a corrupt presidential form of government dominated by political dynasties, high poverty and a declining middle class. To get out of our rut, we have to do what MacArthur and Lula did. We need a parliamentary form that will allow the marginalized sectors of our society, who have been shut out of the system due to the high cost of running for public office, to be amply represented in the decision-making process. We need a federal system that will allow for greater devolution of powers in taxation, education, healthcare, housing, to the smaller communities at the provincial and municipal levels.
