Jose Miguel Arroyo: Sec Abad keeps saying the previous administration also had DAP. He claims the reenacted budget is the DAP of the previous administration . Wrong sir !!! And you keep repeating it maliciously . Reenacted Budget is very much different than DAP. Reenacted Budget is constitutional , DAP is unconstitutional . Reenacted budget is the fault of the Congressmen , not the President . Congress causes the delay of the budgets approval , hence , by law the old budget is reenacted. DAP is this administrations invention to circumvent the law, but its illegal. Reenacted Budget is legal and constitutional , while DAP is illegal and unconstitutional !!!
