July 11, 2013 S. P. Udayakumar Coordinator People’s Movement Against Nuclear Energy (PMANE) Idinthakarai 627 104 Tirunelveli District Ms. Rajeshwari Senior Manager (HR) & CPIO KKNPP Koodankulam 627 106 Tirunelveli District Dear Madam: Greetings! Would you kindly let me know the following information under the RTI Act 2005 please: [1] In response to my RTI letter, you have mentioned in your letter No. KKNPP/HR-RTI/2013/S/573 dated June 22, 2013 that “QA of these equipment were carried out by many responsible agencies and also by NPCIL officials during different stages of manufacturing, as per the approved Quality Plan which is a part of design document.” Who exactly are these “many responsible agencies” and the “NPCIL officials”? Please name them with specific names, their designations, addresses and contact information. We have asked in vain the AERB and the NPCIL several times for this specific information but we never get the required information. Please give complete and accurate information as this has to do with the safety and security of millions of Indian citizens. [2] Were the domes (along with the inner containment, outer containment and the steel barriers) of the KKNPP Units 1 and 2 broken open in 2011 or before or later to lay additional and missed out cables? How many times were they broken open and reconstructed? What procedure did you follow to check the integrity, reliability and durability of the domes after such reconstructions? [3] What exact construction projects are going on currently in the KKNPP campus right now? What is the huge building that is being constructed by the seashore west of the KKNPP units 1 and 2? [4] Did the dummy fuel loading and its removal take place between April 2010 and June 2012? Please give the exact dates of these events and the reasons why it took so long for the unusually long process, tests and follow-up activities. [5] Has the actual Uranium fuel been fully loaded in KKNPP-1? When did the fuel rods reach the KKNPP site? Is there any expiry date for such fuel rods? When exactly did the fueling process start and end at KKNPP-1? How long can the fuel be kept loaded without doing anything to it? Does it pose any danger to the public or to the KKNPP workers? What are the IAEA or other international rules and norms about NPP fuel loading, maintenance and safe-keeping? [6] Why doesn’t the NPCIL website mention anything about the KKNPP 1-2 activities from June 2012? Has anything happened after the “removing of dummy fuel from RPV” in June 2012? If yes, please give complete details. [7] How much money has the KKNPP administration spent so far from the very beginning of the project for the various public relations campaigns such as printing pamphlets, booklets, treating visitors with food and beverages, newspaper and television advertisements, book fair stalls, salary for workers and all other expenses? [8] Please let me know the total amount the KKNPP has paid to the Tamil Nadu Electricity Board (TNEB) as electricity charges from the very beginning of the project until today. [9] How many houses in the KKNPP Township are being occupied by the Tamil Nadu police personnel? How much money has been spent so far on the food and other hospitality services offered to the Tamil Nadu police and other Tamil Nadu government officials so far? I am enclosing an IPO for Rs. 10 as the RTI fee. May I request you to send me the information within 48 hours as stipulated in Section 7(1) of the RTI Act since this matter is related to the life and liberty of the local people please. Looking forward to hearing from you soon, I send you my best personal regards and all peaceful wishes. Cordially, S. P. Udayakumar, Ph.D. Coordinator: PMANE
