In the developed world, they are generally a force to moderate the excesses of society. Remove murderers, rapist, thieves, etc. In developing countries, by contrast, they generally provide a dividing line between the wealthy and the dirt poor. Most developing countries have a relatively small number of wealthy people are a huge mass of impoverished people. Crime is not surprisingly rampant. It would be incredibly expensive to have an effective police force so many countries ignore crime among the poor and focus on keeping the poor away from the valuables of the rich. Its sad but not surprising that not too many questions are asked when someone gets shot under questionable circumstances. Edit: grammer • I remember when the Kenyan Police tried to crack down on the Mungiki gang a few years ago. They basically went into the slums where the Mungiki are present engaged in murder, rape and mass arrests of completely random men. When ethnic violence hit Kenya, the police were simultaneously trying to stop it on one hand and helping Mungiki murder innocent people. The UK spent months and a lot of money training the Kenyan Army. During the first engagement instead of fighting rebels (who had legitimate grievances) they engaged in mass murder and rape. So much that it became to embarrassing for the UK to ignore. When police last year tried to fight terrorists, they basically just rounded up any random Somali they could find, engaged in mass rape and looting. They managed to not only piss off an entire community but the terrorists werent even harmed. Hell a few years ago the Kenyan Navy was boasting about how they killed terrorists in boats and released video footage. When evidence turned out that they murdered Kenyan fishermen, they denied it again and again until everybody forgot. The weird thing about all of this is that Kenyans know this and the Kenyan government knows that people know this. Instead of actually reforming they just prefer to lie again and again until people move on. Nothing changes and nobody trusts them. That way they can all pretend that they have a great police force and an army that is able to kick ass despite all evidence against this. • All aboard the I-hate-police karma train!
