Kousar Gull Let the PDP utilise the Governor’s rule in rethinking its policy of Government formation The Governor’s rule has been imposed in Kashmir. Many people like me were waiting for a PDP-BJP coalition Government to form but it didn’t happen. This opinion was based on circumstantial evidence: since PDP and BJP won a sizeable number of seats from two regions, their coming together was more probable than the former’s coming closer to the NC or Congress. However, when a BJP leader announced that all issues except the rotational CM could be discussed, it had become evident that the two parties were still far away from forging an alliance. I am really in a dilemma whether to praise the Muftis, or denounce them for failing to make a Government? If a good thing happens when people apprehended that something bad might occur, you would want to applaud those who didn’t allow bad things to happen. And, I’m taking that position: the Muftis have taken a right decision in not allying with the party that it’s accused of being a part of. To me, it’s been quite surprising because, I know, some of the PDP MLAs and one of its MPs would want the party to grab power whatever way it came. Resisting the temptation and realising the dangers of a tie-up with the BJP, the Muftis have done well not to fall prey to the ill-designs of the BJP. What parleys happened and what became a bone of contention between the PDP and BJP, these may not be known. However, after the disclosure of a BJP leader that the rotational CM cannot be compromised, it was clear that the BJP wanted to encash their regional card in a big way. Having won a good number of seats only from that region, the BJP would like to fulfil the dream of Jammuites and install a CM from there. Since their Mission 44+ got buried, the BJP is trying to focus on how it could give Jammu an edge over the majority population. During this process, they are forgetting that it’s only a small part of the Jammu region that has voted them in while the two most important regions, Kashmir and Ladakh, have voted them out. How could they ignore the huge mandate that PDP, NC, Congress and Others together got across the State? The BJP knows that if it has to survive in Jammu, it can do so only by playing the divisive politics and by playing the rotational CM card. If the Muftis have understood these machinations and refused to give in, we should praise them for resisting the temptation of grabbing power by ignoring the popular voice in Kashmir. However, the big question that I’ve asked elsewhere also remains to be answered: why can’t the local parties come closer and forge an alliance? The NC, Congress and some independent MLAs have offered their support to the PDP, but the latter seems to be in no mood to accept it. Why? How can a non-regional and an anti-Kashmiri party be preferred over the regional parties at a juncture when the majority population has voted for it only to keep the communal forces at bay. The huge voter turnout was indicative of the fact that people wanted the BJP not to gain any ground in Kashmir and it did happen. It’s now imperative on the PDP to honour this verdict, albeit fractured, and work towards forging a workable coalition with either the NC or the Congress. Granted that with the former, it was rather difficult, but there should have been no problem with the Congress with whom the PDP have had an alliance even before. This would have enabled the PDP to form the Government on its own terms and conditions. This time, the Congress is in no position to impose its terms, and has no Central Government to back it. Let the PDP utilise the Governor’s rule in rethinking its policy of Government formation. They must turn their eyes towards the NC, Congress and Independent candidates and forge a huge alliance so that the communal forces aren’t allowed to create a wedge among various regions here.
